To gain a discrete jump in skill, status, or capability.
Origin
From role-playing games: characters accumulate experience points and, at thresholds, gain a 'level', adding stats and abilities. Dungeons & Dragons (1974) formalized the system; computer RPGs propagated it.
Modern usage
Standard in self-improvement, fitness, and career writing. 'Level up your rรฉsumรฉ', 'level up your relationship'. Slightly cringe in business decks; perfectly fine in conversation.
